U Bruxellesu je u tijeku izrada nove regulative o sjemenu. Ako planovi Opæe uprave za zdravstvo i zaštitu potrošaèa postanu stvarnost veæina starih i rijetkih sorata voæa i povræa išèeznuti æe s tržišta. Širenje ovih raznolikih sorata i sorata prilagoðenih ekološkoj poljoprivredi blokirati æe birokracija dok æe moæ korporativne poljoprivrede još više ojaèati.

Trenutno dostupan tekst nove EU regulative o sjemenu prepustit æe glavninu tržišta sjemenom u ruke malog broja korporacija sjemenarske industrije. To je nedopustivo! Nova regulativa o sjemenu treba dozvoliti raznolikost sorata, sorte za uzgoj na malo i ekološki uzgoj. Raznolike sorte trebaju biti dostupne ne samo u bankama gena nego i na otvorenom tržištu bez ikakvih birokratskih restrikcija.

Zbog toga zahtijevamo: bez obaveza registracije! Osim toga, postojeæi kriteriji registracije trebaju biti sniženi za sorte pogodne za ekološku poljoprivredu zbog vrijednosti njihove raznolikosti kako bi naša poljoprivreda ostala prilagodljiva na klimatske promjene, nove bolesti i štetnike, kao i životne stilove prijateljske za okoliš.

Niti postojeæi EU zakon o sjemenu niti, iz neformalnih krugova trenutno dostupan prijedlog novog zakona ne ispunjavaju te zahtjeve. Oni predstavljaju prijetnju raznolikosti sjemena, a time i zajednièkom agrikulturnom nasljeðu. Oni takoðer prijete održivosti prehrambenog sustava i postoje samo da služe agrokemijskoj industriji.

Molimo vas, èlanovi EU Komisije, Parlamenta i Vijeæa da odbijete svaki prijedlog koji ne ispunjava gore spomenute kriterije. Dosta je destrukcije raznolikosti agrikulturnog i hortikulturnog sjemena u Europi!

Pojašnjenje:

Postojeæi EU zakoni o sjemenu potjeèu iz vremena u kojem su zaštita okoliša, prirode i bioraznolikosti bili podcijenjeni. Bilo je niz selekcionarskih kompanija koje su stavile opsežnu raznolikost sorata na tržište. Veæina tih sorata mogla se ponovo posijati nakon žetve, tehnikama koje postoje tisuæljeæima agrikulturne povijesti.

U 1980-ima uvedena su dva termina za nešto što je prije toga bila uobièajena praksa: „prava uzgajivaèa“ i „slobodno oprašujuæe sorte“ (sorte èije sjeme daje istu sortu osim ako se križa sa sliènim sortama). To je posljedica znaèajnih promjena na tržištu sjemenom. Danas na tri èetvrtine svjetskog tržišta sjemenom dominira deset najveæih kompanija, a više od polovine sjemena na tržištu potjeèe iz kemijske industrije.

Veæina sorata predmet su pravnih i tehnièkih restrikcija koje podrazumijevaju ponovnu sjetvu sjemena koje održavaju sami uzgajivaèi. Uvedena je obveza službenog odobrenja za prodaju sorata i kriteriji za to prilagoðeni su industrijskim sortama. Produktivnost i rastuæa svjetska populacija korišteni su kao opravdanje za takav smjer razvoja. Sveobuhvatan izvještaj Meðunarodne studije agrikulturnog znanja, znanosti i tehnologije za razvoj (IAASTD) ilustrira nestabilnost ovog pristupa.

Raznolikost usjeva u velikoj je mjeri nestala s tržišta. To se odnosi na raznolikost neregistriranih sorata koje razmjenjuju tisuæe neustrašivih graðana Europe bez potrebne registracije. Danas ovisimo o velikoj struènosti tih ljudi i trebamo poticati ohrabriti sve veæi broj ljudi koji se ukljuèuju u takve aktivnosti, ne samo iz hobija nego i radi osiguravanja životnih prihoda.

Drugi važan aspekt je da gotovo niti jedna prikladna sorta nije uzgajana posebno za potrebe ekološke poljoprivrede prema kvalitetama raznolikosti. Ekološka poljoprivreda meðutim, treba biljke koje æe biti snažne i bez kemikalija. To je moguæe jedino uz široko rasprostranjen prirodnu genetsku raznolikost. Takve sorte se rutinski proglašavaju nepodesnima za registraciju prema sadašnjim kriterijima registracije sjemena.

    The correct numbers are as following:

    voting 6 on the Commissions proposal: 15 yes; 615 no, 13 abstained;
    voting 7 on the request for a referral: 574 yes, 90 no, 10 abstained;
    voting 8 on the legislative resolution: 511 yes, 136 no, 16 abstained
    (please notice: it was 511 yes and not only 51 as in the last mail wrongly written)

In yesterdays plenary session was adopted with 51 to 130 votes a legislative resolution, which rejects the proposal of 6 Mai 2013 very clear and calls the Commission to submit a new one.

    We've made it! The Parliament of the EU has decided: the Commissions proposal for a seed regulation is politically dead. In yesterdays plenary session was adopted with 51 to 130 votes a legislative resolution, which rejects the proposal of 6 Mai 2013 very clear and calls the Commission to submit a new one.

    Until the last moment it was unclear: would the Parliament adopt such a legally binding resolution or would it restrict itself to a simple appeal to the Commission to withdraw the proposal? This appeal in the so called rejection report got 650 to 15 votes. But the Parliament insisted in a voting on the legislative resolution with the above mentioned result.

    By this the longstanding engagement of organisations and groups which are dedicated to the maintaining and broadening of diversity, which are working for farmers rights to produce, exchange and use their seed or which are breeding varieties for ecofarming was successful.

    With this decision the Parliament gave ear to the many hundreds of thousands of people from many European countries which signed since April 2013 diverse petitions against the Commissions proposal. Alone our petition „seed diversity under threat“ got some 150.000 supporters in 12 different languages.

    A big „THANK YOU“ to all of you!

    Now it would be important to adopt the current – even restrictive – EU-seed-law to the demands of maintaining and broadening of diversity. By this there should be given a reasonable legal framework to the groups, organisations and individuals which are engaged in this, and these initiatives should be supported and not restricted. A first step could be the evaluation of the so called conservation directives 2008/62/EC and 2009/145/EC, which should be done (as the directive itself demands) until end of 2013.

    On the other hand the official control of the seeds of the seed industry has to be ensured. Concentration processes through acquisitions and interdependence have led in the past 30 years to a dangerous market power of the major chemical and seed corporations. And the seed industry won't give up their aim. Yesterday the seed lobby ESA tried to disturb the audience be claiming that the decision taken by the Parliament is invalid by procedural mistakes, see http://kurzlink.de/esa-seedlaw-140311. Anyhow, ESA's Secretary General Garlich von Essen had to admit the strength of the opponents to the new seed regulation and has spoken of a "very, very strong campaign".

    Now we have to wait and be aware of how the Commission and the Council react on the resolution of the Parliament – and we will be attentive to intervene if necessary. In the times of climate change and exhaustion of resources we need a reorientation in the demands to varieties. How long agriculture and horticulture will be able to afford high-input-varieties? In the long run we need varieties with a positive energy balance – for this we need a rethinking in the seed legislation, and for this the support of you all will be needed furthermore!
