Petition richtet sich an: Berliner Senat, BA Pankow
Addressed to: Berlin Senate Administration, District of Pankow, and the heirs of landscape architect Gustav Lange
The Berlin Mauerpark was created on the former border strip that once divided the city. Where the Wall once tore families and friends apart, today people from all over the world come together to celebrate, make music, and exchange ideas. The flea market, spontaneous open-air concerts, and the well-known Sunday karaoke attract thousands of visitors every week, making Mauerpark a unique hub of Berlin’s cultural life.
The Issue: Noise Protection vs. Cultural Freedom
This vibrant atmosphere has led to noise pollution for nearby residents. Their demands for stricter regulations or bans may reduce the noise problem but would severely limit the park’s cultural diversity.
The Solution: Acoustic Shells
To relieve the residents and preserve the park’s culture, we advocate for the construction of “Acoustic Shells” in Mauerpark along the cobblestone path (within the official music area). These shells will direct the music and reduce noise pollution in surrounding residential areas. This allows artists to continue expressing their music freely while protecting the neighborhood from unwanted noise—a constructive alternative to purely restrictive measures that satisfies all parties.
Our Demands:
1. Approval and implementation of Acoustic Shells by the District of Pankow and Berlin Senate Administration.
2. Respect for copyright by collaborating closely with the heirs of landscape architect Gustav Lange and designing the shells in an appropriate style.
3. Inclusion of relevant cultural initiatives, particularly the cooperation partners “Freunde des Mauerparks e.V.” and “Berlin Street Music e.V.,” in the decision-making and planning process.
Support this petition to ensure that Mauerpark remains a place where history and the present, culture and resident protection, coexist harmoniously in the future.
Begründung
Berlin's Mauerpark is a symbol of change and unity: where the Berlin Wall once divided the city, people of different origins and generations now come together to experience a unique cultural togetherness. Whether spontaneous open-air concerts, flea markets, open-air karaoke or simply relaxing in the greenery - Mauerpark inspires thousands of visitors from near and far every week and stands for tolerance, creativity and a lively, respectful coexistence.
1.Historical significance of the Mauerpark
The park was created after the fall of the Wall on an area that was called the death strip during the division of Germany. It therefore still bears the history of a divided city to this day. By bringing together artists, Berliners and visitors, Mauerpark is a unique example of the transformation of a formerly divisive place into a place of community and cultural exchange This unique character makes Mauerpark known far beyond Berlin and a cultural asset of international importance.
2.current challenges: Noise pollution vs. cultural freedom
However, increasing popularity is also associated with growing challenges. First and foremost, noise pollution from musical performances and large groups of visitors is causing conflicts between leisure activities and local residents. Especially in the warmer months, complaints from local residents become more frequent.
One approach that is often called for is the introduction of strict rules or bans to keep the park quiet. Although such measures would alleviate the noise problem in the short term, they would massively restrict the cultural diversity and creative energy that Mauerpark stands for. Yet Berlin thrives on places where culture can take place in the open air.
3.The Acoustic Shell as an innovative solution
A practicable and future-oriented solution is the construction of acoustic shells. This is a special construction that directs the sound in a targeted manner and thus ensures a controlled sound image. Music, singing and artistic performances can still be heard in the park, while the volume in the surrounding residential area is significantly reduced. Such acoustic solutions have long been common practice in major international cities and combine noise protection with cultural promotion in the best possible way.
Advantages of the Acoustic Shell:
- Targeted sound deflection: its design projects the sound forwards towards the audience instead of spreading it unhindered in all directions.
- Less noise for residents: Sound levels in residential areas drop noticeably, protecting the neighborhood.
- Preservation of cultural diversity: musicians and artists retain their venues and can continue to lend the park its unique atmosphere.
- Sensible investment in Berlin's future: the Acoustic Shell can become a model project from which other parks and urban cultural venues can also benefit.
4. cooperation partners and the role of copyrights
Close cooperation with all relevant stakeholders is necessary in order to successfully implement the project. This includes the Berlin Senate Administration, the district of Pankow and, in particular, the heirs of the landscape architect who holds the copyright to the original design. In addition to official bodies and ownership issues, civil society initiatives such as “Freunde des Mauerparks e.V.” and “Berlin Street Music e.V.” must also be involved from the outset. This is the only way to create a viable concept that takes into account the interests of all stakeholders.
5.Why no outright restrictions or bans?
The cultural-political significance of Mauerpark goes far beyond a conventional green space. Strict regulation or drastic bans on music and drumming would threaten the very heart of this special place. Where people can now develop freely, the park's function as a meeting place and cultural venue would be destroyed. An Acoustic Shell, on the other hand, creates a win-win situation: residents are relieved by effective noise protection, while artists and visitors can continue to exploit their creative potential.
6. our appeal
With this petition, we are calling on the Berlin Senate Administration, the district of Pankow and the heirs of the landscape architect to allow the construction of several acoustic shells in Mauerpark. A positive interplay between culture and noise protection creates a sustainable quality of life, preserves the special nature of the site and offers a sustainable perspective for urbanity, freedom and community in Berlin.
